THEME 3: OPPORTUNITIES & CHALLENGES IN GOVERNANCE, POLICY, REGULATION AND STRUCTURE

 

Governance, policy, regulation and structure settings are important elements that enable the water sector to achieve the desired outcomes at a customer, industry and organisation level. The following some of the topics & themes we would like to explore at Ozwater’19 and the relevant SDG’s this theme links to:

●        Best practice in policy and regulation

●        Enabling the water sector to work with complexity

●        Working across government sectors/agencies to get the best outcomes for the community, economy and environment

●        Facilitating efficient and effective competition in the water sector (e.g. legislative frameworks, regulatory models, pricing)

●        The role of the private sector in the water sector

●        Developing and improving partnerships with the water sector

●        Promoting innovation in the water sector

●        Balancing objectives for affordability, liveability and resilience.

●        Balancing utility commercial outcomes with community objectives

●        Building liveability and/or resilience outcomes into policy and regulation

●        Mechanisms to promote water efficiency or improve productivity of water use

●        Managing water scarcity through improved policy, regulation and/or governance

●        Expanding assessments beyond traditional financial/economic to inform investment decisions, for example natural capital accounting

●        Developing decision making frameworks to meet multiple objectives

●        Policy and governance initiatives to meet the Sustainable Development Goals

●        Regulatory frameworks for the provision of safe drinking water

●        Working with the Regulator to achieve the best customer outcomes
